Ionic Drain is an Evil Karma Ionic power that Cole learns in inFamous 2, and allows him drain the life force from anyone standing around him, also revealing their skeleton, indicating that it is somewhat radioactive.
Connection with All-Stars
The Ionic Drain appears as Evil Cole's Level 2 Super Move. Cole uses it to drain the energy from all surrounding opponents, instantly killing them as well as dropping additional AP for Cole. However, unlike in the inFamous series, the opponents' skeletons are not visible during its use. From update 1.10, his attack is now shorter, but can make it longer by holding R2 for more AP drains.
